What "flavor" of percent? Percent is ambiguous as it can be figured on weight/weight, volume/volume, weight/volume basis.

For dilute solutions in water, the solution is assumed to weigh 1 kg/L, the same as pure water. Since 1 g/kg would be 0.1% on weight/weight basis, if this approximation is reasonable, just multiply the percentage by 10.

For more concentrated solutions, this approach is still valid for weight/volume percentages, but needs to multiplied by density of the solution for weight/weight percentages.

0.7% on w/v basis, see post #2. On any other basis, we have insufficient info.

            On a w/v basis 1% is 1 g/100 mL or 10 g/L, so 4% is 40g/L.
