Is the latter unit really centimole per kilogram? (I've never seen centimole used before). Assuming so, to convert between grams and moles you need the molar mass. That means you need to identify the substance and its molecular (or atomic) weight. I have no idea what cec is.

First note that case matters in the SI, I assume you mean milligrams (mg), not megagrams, and the symbol for the prefixes centi- is c. C is the symbol for coulombs, a unit of electrical charge.

You need the molar mass of magnesium (numerically equal in grams per mole to the atomic weight of magnesium). Divide 0.22953 g/L by the molar mass to get moles per liter. Now divide by the density of the solution (which you did not specify) to convert from liters to kilograms. Use the definition of the prefixes to adjust the number to the desired units.

If this is a dilute solution in water, it may be reasonable to assume density is approximately 1 kg/L,but that is questionable if you hope to retain five significant figures.
