    I have a 20% by volume, 120 mL bottle of it. What quantity of it would be required to convert to 3% and in what amount of water should I dissolve to get the desired%? Care to share the formula?

    Volumes are not exactly additive for high concentration solutions, but close if only modest accuracy is needed.
    Assume C1*V1 = C2*V2

    How much do you wish to make up? Take any convenient volume, V, and dilute it with water to a final volume of V * (20/3), the ratio of concentration you have to concentration you want. Always calculate the final volume, not the water to be added, for best accuracy. The water to be added is approximately V*(20/3 - 1) = V*(17/3) but this figure is inexact.
