      Ppm is ambiguous as it is a ratio and it can be a ratio of masses, volumes, molar amounts, or even mass/volume. For liquid concentrations, it is common to assume 1 L has a mass of 1 kg, regardless of density of the liquid. In that case 1 mg/1L = 1 mg/1 kg and the units are six orders of magnitude apart. so 1 ppm.

      For any other ppm basis, you will need to convert units . One ppm can be any of 1 mg/kg, 1 µL/L, 1 µmol/mol, or 1 mg/L. If you don't know the basis of the ppm ratio, ppm is a meaningless word. The SI Brochure recommends it be avoided in favor of a unit ratio (as above) that clarified the basis.
